CODE OF CONDUCT FOR CIVIL SERVANTS (PART ONE)

The Public Service Rules provides in Nos. 030422-030425 the following guidance for Civil Servants seeking to participate in political activities or other forms of paid engagement:

030422

No Officer shall without express permission of the Government whether on duty or leave of absence:

  • Hold any office, paid or unpaid, permanent or temporary in any political organisation:
  • Offer himself/herself or nominate anyone else as a candidate for any elective public office including membership of a Local Government Council, State or National Assembly.
  • Indicate publicly his support of or opposition to any party, candidate, or policy:
  • Engage in canvassing in support of political candidates Nothing in this rule shall be deemed to prevent an officer from voting at an election.

  1. Public Officers are not prohibited from holding shares in both public and private companies operating in Nigeria or abroad except that they must not be Directors in private companies, and may only be Directors in public companies if nominated by Government
  2. A Public Officer, whenever required to do so by his/her Permanent Secretary/Head of Extra-Ministerial Office. shall disclose within three working days. in confidence, full information about any investments held by him/her or his/her immediate family whether held in their own names or other persons or otherwise.

In accordance with the provisions of the Regulated and other Professions Private Practice Prohibition Act (Cap. 390) Part II, No Officer shall engage in private practice. However, exemptions shall be granted to private Medical Practitioners and Law Lecturers in the Universities. This rule does not preclude Civil Servants from engaging in farming or agro business.

Resignation is necessary before seeking elective public office. Howbeit any officer wishing to engage in partisan political activities or seek elective Public Office shall resign his/her appointment forthwith.
